I opted out of IS back when they changed rules. I don’t miss it. Couple months later I am receiving email stating I am going to be enrolled . Email sound like I have no choice. Email sounds like it is mandated.
Issues related to IS and the type of items I am selling is that I don’t have fitment guide or access to foreign made cars. I can’t do part match. Some countries have steering on the opposite side than US- and I don’t know what else maybe a problem. It would require buyer to do the reserach themselves and ensure fitment.
what do you think of IS and ebay doing automatic enrollment that looks like mandate?

You can "opt out" anytime from this default shipping preference....

of course, it's your preference, and your reasoning to not want to ship international seem sound.....
if an overseas customer wants your parts, they can still use a FF

i said I did opted out in October but see email attached in screenshot- does it sound like I have the choice this time?

dunno....all i know is when i opted out after it "re-enrolled me" it gave me these options...
looks pretty definitive to me.......
to be clear....it is recommended and added by default' but NOT mandated or required...you can still choose your own method or NO method of international shipping (in which case if you are not opted out it will offer this new method).....

Ebay said enrollment will happen in the next weeks but today I clicked your link and I was alreday enrolled. I disenrolled. Alreday back to issues with account today probably to due being opted in IS : logging me out every few minutes, unable to locate past orders (but can locate them in my emails etc). I really shouldn’t be enrolled without prior concession. Very annoying. Thanks for link- helped with disenrollment.

The EIS also imposes some restrictions that did not exist under GSP and GSP was not an all or nothing program. If you opt into EIS ALL your listings will be eligible for international sale. Some restrictions under EIS.
To sell through the eBay International Shipping program, the following requirements apply:
Items included in eBay's hazardous, restricted or regulated materials policy, or that don't follow our International trading policy, can't be shipped using eBay International Shipping.
Due to export limitations and restrictions, items listed in the following categories also can't be shipped with eBay International Shipping:
This is not an exhaustive list and it may be updated based on transportation regulations and export laws.

EBay probably does not look at your listings when they enroll you they just do it then they apply the restrictions to your listings. The used parts may hurt a lot of sellers GSP never had that constraint.

You were enrolled b/c everyone who used GSP is being enrolled in EIS. You canNOT opt out of being switched to EIS, everyone is being switched. GSP will no longer exist. But, you can choose not to use EIS for all your listings & still ship internationallly yourself. It's all or nothing, you can't do it per listing, though someone did post a workaround to that yesterday, which I have not tried. I've been on it for about 6-8 weeks & everything has been fine.

you didn’t understand me. I used to do GSP but when they announced changes for October 2022 I opted out of GPS and now they are enrolling me back for 2nd time despite my optout from GSP and EIS. So I stopped offering GSP in October 2022 just before they switched GSP to EIS.
in addition to enrolling me while I opted out , @dbfolks166mt said (below) that used auto parts are restricted - so they shouldn’t be opting me again for those 2 reasons.

Sorry, you are correct, I had just woken up & must have skimmed over that part. My guess is that you made the list to be converted before you stopped GSP. You were probably already on the selected 'list'.

This brings up an interesting question but since I opted out of the GSP and therefore was never switched to EIS I cannot validate/verify that if you are in EIS whether international buyers will see your listings if it is in one of the restricted categories or if it is simply blocked from their view(s).
The second part of the question would be if EIS blocks it can the seller do their own international shipping outside of EIS. Maybe some other sellers out there that have been switched and have items, like used auto parts, that EIS will not handle, if they are able to turn on international shipping for those restricted items using their own international shipping.

According to the EIS policy if you are enrolled in EIS it is all, for at least those items that are not restricted by EIS, and that has been validated in several postings on this subject. It will become your default for all your listings that are eligible under the EIS program. From the policy.
"If you're eligible, you'll be opted into the program. eBay International Shipping will become your default shipping option and we'll automatically add eBay International Shipping to your current listings. You may need to manually update some listings to offer eBay International Shipping."
What is not clear, and this may be the work around, is for the EIS restrictions, like auction format, can the seller elect to still do their own international shipping outside of the EIS program. If you have been using EIS and have some insight on this please share. I looked at your listings and EIS is indicated but I do not see anything that falls in the restricted category. If you want to do some detective work switch one of your items over to an auction format or price it over $500 and see if EIS is still viable or if eBay strips it.
I predicted there would be issues with this program and opted out of the GSP before I was automatically switched to EIS and I have quit selling internationally for the moment.
