When you create a listing @whatnots2like , are you choosing a product match?
If you are, try starting over and clicking "continue without match" - that should get you past this according to another seller that was having the same problem today.

Omg! I tried to just select 'reply', but clicked 'best answer'. Oh well, maybe it is the best answer.
I didn't select 'product match', I selected 'continue without match'.
I am experiencing the same problem as the user you linked above.
I see the other user said: "Clicked "See Shipping Options", disabled "Autofill shipping details". I don't even have an "autofill shipping details" checkbox!
I will start this listing all over again, but if it doesn't work, I give up. This is so frustrating!
Thanks for your help!

I found the "Autofill shipping details". I had disabled it previously. Still having problems.

Do you see this in the shipping section under shipping options? Can you toggle off autofill in the menu?
To de-select a best answer, click the small arrow in the upper right of the post and choose "not the best answer" @whatnots2like .

yes! I found and deselected it. Still kept reverting back to it's estimate. Sorry

And found 'not the best answer' - thanks so much! Maybe I need a nap. I have been fighting with this shipping weight problem for hours.

Oh no. I'm so embarrassed. I think I figured it out.
Your screenshot of the shipping area? With the green box around the details estimate? At the end, it says: apply. Well, if you click 'apply' you are applying their estimate!! Duh!
I really think in previous iterations of this area, apply meant apply the new info that you just keyed into the weight, etc. boxes. You know, to recalculate the shipping cost. Am I crazy?
Sorry for really Wasting your time.

haha just a brain fart. We all have them.
Clicking "apply" has always applied eBay's estimates and overwrote the seller's manual entry - that hasn't changed.
If you've been clicking "apply" all this time, then you've been applying eBay's estimates.
You can toggle the setting off (look at the right side of my screenshot - change the slider from blue to gray - and that should prevent the setting from even appearing go forward.

In my defense...ok, I have none. Yep! brain fart it was!
