How to return money if seller have not sent an item?

The seller have not sent the item Seal Kit due to problem with storehouse. But now He and I could not cancel the order because we waiting more then 1 month after order date 5 Feb. How can I refund money?

You can file a request for a refund through your PayPal transaction. Your seller can refund you through the PayPal transaction.
