I purchased a couple of items from two sellers in two different continents in February 2020 soon before the pandemic hit. And then waited a couple of more weeks since the estimated arrival date for I knew that the shipments would get delayed anyways. Since they never came, i contacted both sellers to check on any updates. One never responded to my inquiries while the other kindly checked and informed that the items has been misplaced at their port following the pandemic craze and he is willing to offer a refund. I in fact want to request a refund from him as well as from the one who never responded, but I don't know how to proceed via ebay. Could you please help me out?

You waited to long for any help from Ebay or Pay Pal.
Ebay gives you 30 days after the estimated delivery date to file a claim and Pay Pal gives you 180 days from the time of purchase.
