I have a buyer who wants a return "item not as described" I'm ok with it. I just can't find where to issue the return shipping label from. He didn't open a case with ebay yet. Does he need to do that for me to see the option? I'm ok either way. I just want to figure this out. I'm fairly new to selling.

Your buyer needs to open a case. You will then get a message from eBay and then you can accept the return and they can receive a return label. This way eBay sees ALL of the transactions and protects both you and the buyer.

They have to open a case. At that point you can either purchase a label your self and email it the buyer or you can have eBay issue the label. If you send the label you need to upload the tracking number to the case. You can purchase a return label through PayPal, Pirate Ship, or Stamps. The reason some sellers upload their own label is because they use Fedex or UPS. eBay only issues USPS. The main reason for opening the case is to be able to refund them easily after getting the back and then get your final value fees credited back to your account.

One of the advantages of using the eBay process is that eBay has a volume account with USPS and as such their labels are "First Class Return Service" labels which I believe ship at a cheaper rate.
