How to get refund after suspension

I checked out as a guest but the account was suspended. The scammer who I ordered from only created the shipping label but never shipped. This scum even told me explicitly he's not going to ship, because he learned that news as well. I can't open a case myself and ebay customer service did nothing but wasting my time. Is there anyway to get my refund? I am not sure Paypal or credit card company can help even if I open a dispute, as the label was created and they might think it's a matter of time to be fulfilled.

I would file with PayPal. You will get your money back. Don’t stress.

I have gotten emails from eBay where buyer is not a registered user. I am told not to ship items out. It's up to seller to ship it or not. I do ship it because I usually get email from eBay after I ship it not to ship it. I have also collected the funds from them. Never had any issues with unregistered users emailing me after issues such as this. Maybe you were using someone's account as a guest...and that could hurt their account. One needs to be registered to buy on eBay. Unregistered accounts usually lose in this case. Using different mailing addresses and bank accounts and such from a registered account could be the problem. If it was a few dollars I would let it go. Dealing with your credit card company they might charge you another $20. even if you lose because you did a dispute.

False. You either checkout as a guest, or with an eBay account.

False. eBay has a clear policy for guest buyers to request an INR or a return.

False. Additional shipping addresses and alternate payments are all allowed on eBay.

False. Your credit card issuer has no provision to fine you anything when you chargeback but don't win.
