As far as I know, the current situation is that USPS Regional Rate boxes are frequently the cheapest way to ship an item, and the boxes are free, and eBay allows you to print a label, and you get a discount, and you CAN'T list an item with this shipping option. Am I wrong about any of this?
So, how to get eBay to actually allow you to list an item with USPS Regional Rate as the shipping option?

I found that Regional boxes are not available in the "Quick Listing tool", but they are available in the "Business tool".
It would be great for eBay to add them to the quick listing tool.

The Regional boxes appear as options in the list of shipping services on the listing form. If you're using the new form, click on "Edit all options" in the shipping section and scroll down below the FedEx options.

Just as an FYI, the Priority Regional rate boxes are not always the cheapest shipping charge. The shipping cost actually depends upon what state you are sending the package to. It can actually be cheaper to send regular Priority depending upon weight, or Padded flat rate envelope, or sometimes even Medium Priority flat rate box. .

I don't see "Edit all options" and Regional Rate isn't listed as a shipping option. You mentioned "If you're using the new form".... how do I know if it's the "new" form? I'm clicking on an existing item, then clicking on "Have one to Sell? Sell now" button, and it takes me to a listing form. Not sure if this is the "new form" or not.

Go to shipping services, open the drop down for selecting service, Both A &B are a ways down the list.

Top of shipping page; you have to click 'Carrier Packaging' (instead of 'Custom Packaging) for them to show up. (assuming you are not talking about setting up a listing with calculated shipping- if you are, it's best that they don't have it. Calculated Shipping always has problems for many sellers).

On either listing form, the Regional boxes should appear in the list of shipping options, sometimes way below the other Priority options, like an afterthought.

They are, because they were added much later than the other options. Regional A was the only one shown for a while.

So how do I get to the ‘business tool’ to find regional flat rate box B ? I’ve looked everywhere. I’m not a business. Just a seller on eBay. Maybe I have to have a business account???

To switch to the advanced version of the listing form (AKA business tool or "Classic" view), click on the 3 dots on the upper-right corner of the form you are currently using.
But that might not be necessary. If you are using the new version of the form, the Regional boxes are there at the very bottom of the section on Expedited shipping options, below the UPS and Fed Ex options.
