Usually how can we improve the delivery service. In the two weeks I met several cases which I had to cancel the orders. Please help to give suggestions.
For the first time, the buyer could not fulfill his pickup by taking city trains to come to me.
For a second time, the buyer made request to cancel because of "found better price". Actually I think that he may consider the shipping fee too high. But I still approved the cancel request.
I meet some problems in my local pickup orders. Is there a low-price shipping option that we can ship only around 15 min car-driving-distance in the same city? How can we run the pickup orders better?
If I want to ship the air conditioners around 20 -40 lbs, which shipping options are good for me?

You would need to look at how you have shipping set up and the information you supplied/used when you made the listing.
It is not eBays rates (the discount is because eBay is getting commercial rates on most services), they are just acting as the middleman for the carriers.
If you are offering free shipping, then you are not building enough $s into the item cost to ship for the services you offer to the furthest US location from you so that $5 built into the item price does not actually cover the cost. If you offer same cost shipping to for example US locations, it would still be the same thing. You would need to figure the actual shipping to the furthest US location from you.
This might be a case where using calculated shipping might better serve you especially if you are losing money on sales.

You have 100% positive FB, so don't exactly understand some of your questions.
When the buyer could not get to pick up, did you not cancel, citing "problem with buyer's address"?
You are concerned about a low price shipping option, yet you are listing a $2.99 item with free shipping?
Are you allowed to sell those bank coupons on eBay?

No, I mean "International shipping".
I did not list free "International shipping" there... The system automatically charged the $5 "International shipping" fees from the buyer. But at my side, it is $15 shipping fee with no tracking number...
Is that a system error?

What is pickup preferred? That does not mean some buyer is not going to buy it and want it shipped.

Comes back to entering the correct shipping information, size and weight. eBay is going to base shipping on average size and weight for the item.
You may have to toggle off the "auto fill" in the "more shipping options" drop-down, but the size of box used, and weight can be changed.
In the "more shipping options" drop-down, you can also toggle off international shipping. That will not prevent international buyers from buying. The items sold should then go to freight forwarders so you would then only be charged US domestic shipping.

Maybe you did not use this eBay international shipping service several years ago.
I mean it is changed a lot.
Now it charged only $5 to buyers, but actually it did charge $15 for a no-tracking shipping.
I want to find out a method to use this eBay new shipping term...

Yes things have changed., but that statement reads that you are talking about things in the past not current.
If you are worried, just sell everything calculated shipping or local pickup with no international shipping.
It was suggested not to sell the AC's with shipping for local pickup, you still have them with shipping. It is up to the buyer on local pickup to make arrangement for pickup, not you.

I only list one AC heavy shipping. That UPS heavy shipping is super expensive I remember. It costs around $100 for users. I think people will choose the pickup option.
