I normally have the buyer pay the return shipping cost. Recently I have recieved a negative feedback from a buyer and I am trying to get them to revise it. I want to offer to pay for the return shipping cost. Can this be done without just sending the buyer money?
Can you edit the return policy somehow for somehting that has alreay sold so that buyer is no longer responsible for return shipping cost?

You can just send them a prepaid label. Have them open a return request, accept the return and choose the option to have eBay send a label for you. If the item is not as described eBay requires you to pay for return shipping anyway
