How many times can a seller commit fraud before being removed

This guy is scamming me plus 12 other sellers so far.  Some just gave him a refund and let him keep the item to avoid the hassle. But at least 3 of us sent him a label and he sent back something other than what he received.  Since when does eBay require a police report when they do this. It seems stellar feedback as a seller means nothing these days. The kicker is he was recently kicked off eBay under a different name for doing this same thing.  Customer service is a joke when they always side with the buyer. Even when you can show what he is doing. He is one unlucky fella when each and every package he receives is "damaged".  And yet will never communicate or post an image of the damage. Why is it always two against one? Unfortunately, eBay is in on the extortion.

As you have seen, getting kicked off of eBay has no affect on the the buyer, they just create a new account. Report to police and eventually he will stopped. Do nothing and nothing will happen with the buyer.
