On the 22nd of February I placed an order for a reproduction game cartridge. A day later I got an e-mail from E-bay saying the item in question was de-listed because of concerns with the seller's account, but since I already paid I didn't have to take action? I was a little confused by this but I contacted the seller. I got a reply along the lines of "You're still getting your item we just had to get verified with ebay", and their seller's page is now empty, no feedback, no items for sale at all, a few weeks later I ask about my item again and they apologize saying it was chinese new years so there was a delay in my shipping, but it should go out soon and I'd get a tracking number. I was pretty hasty in buying from this seller, I believe I jumped on it since they offered a discount on my watch list, I'm not new to ebay but I am new to this feature.
Anyway, it's been about a week since I last contacted them and still my product has not even shipped. I'm really regretful of this since there's other sellers selling the same item for a lower price with better feedback and are not outside of my country...
I really don't want to step on anyone's toes here but i'm getting antsy, I wouldn't care at all if it wasn't for the e-mail E-bay sent me about the seller's account being suspicious. So when should I take it to the resolution center?

The seller may be trying to string you along so that your window of opening a case against them passes and they are off the hook with eBay. Do not let this happen.
Check for the estimated time of arrival in your order details page. If your item did not arrive on the last ETA day, open an item not received request. The seller will only have 3 days to respond in a satisfactory manner. If, after the 3 days has passed and the seller has not responded or has not given an immediate solution, escalate the case and eBay will make a final decision and most likely refund you your money.
DO NOT CLOSE THE CASE UNTIL YOU GET EITHER YOUR MONEY OR THE ITEM.
ESCALATE THE CASE AFTER THE 3RD DAY TO GET YOUR MONEY BACK.

IF the item was removed by eBay from the site IMMEDIATELY file an INR case. I had this happen to me a couple of times recently and on the first time, I waited for the EDD to expire. Then posters told me to file the INR case right away. The second time I did, the return was in my hands in a few days.
If for some reason the system doesn't permit the INR case yet, contact CS or follow @hurryagain's good advice on a 'normal' INR case.
Do not ask for the item to be reshipped and don't get swayed by the seller to wait for it to be reshipped. Seller has shown they are a goof - get your money back and buy somewhere else. Don't worry about stepping on any toes - protect yourself first!

You really should open your Order Details page @pocr3111_kkv1mmp as you might be in for a shock.
And if that's what happened, go to your Purchases page at the full website, click More action then I don't get any to start a refund request. After that, if you still don't have a refund in 3 business days, come back and click Ask eBay to step inside to get your refund,

I actually went to resolution center to report my item not received yet but I was told my item is on the way?? Does Ebay know something I don't? I have still not got a shipping confirmation and there is no estimated ship date. I've tried cancelling too but was told it was too late.

The eBay Resolution Center isn't there to provide resolution.
Instead, the eBay Resolution Center is there to prevent resolution.
Want more proof? If you start a return request, you won't be able to find it at the resolution center. This way, you'll give up and forget about it.

Go to the bottom of your Purchases page here at the full website, click More action > I don't get any to start a refund request.

If your item eventually arrives (it won't)
and it is exactly as described in the listing (which is no longer visible)
you can still repay your missing seller.

It is sad but when this happens they will let the buyers keep the item for free and really really screw the seller.
This happened to me with isopropyl alcohol when the pandemic began. I saw a seller selling cases of 12. I bought one. Seller sold over 200 cases.
Next day listing was removed. Not a registered user. I waited a few days, never heard anything, opened an INR case and was refunded immediately.
A week later the package arrived. I contacted the seller to pay them and they said I was the only person who offered to pay. Ebay stole 200 cases of isopropyl alcohol from him =(

This is exactly why i'm hesitant to just go straight to opening a case, I don't want to cause any problems
