National shipping has 30 days buyer protection. If item not received after 30 days an Item Not Received should be filed in My Ebay.
How long is it for international shipping? Can someone confirm 90 days?
The expected delivery date is far past that period:
Sale date: Dec 17, 2018
Estimated between Tue. Apr. 2 and Wed. May. 15
If I try to contact seller with «I didn’t receive my item» option I receive the following message:
The estimated delivery date for this item was Feb 11, 2019.
Your eBay Money Back Guarantee eligibility has passed
Unfortunately, your purchase is no longer eligible for eBay Money Back Guarantee but you can still request a refund or more information from the seller to work things out. Most sellers want their buyers to be satisfied and will work with you.
Additionally, I read in the sale page that my order comes with a tracking number that I never received.

@pburn thank you for this information. I never used PayPal refund. I was reading the conditions from PayPal and it looks like my purchase applies to the 180 days refund policy.
PayPal has its own platform to communicate with the seller but before reading your message I followed the directions from My Ebay and already contacted the seller there:
«Your purchase isn't covered by eBay Money Back Guarantee, but we encourage you to work with the seller to agree on a solution.»
Another wired thing is the price in that email is completely wrong, $1.82 I paid $7.69 + free shipping.
I didn't communicate with the seller before today so I think it is better to wait until Monday before taking further actions.

I received a full refund yesterday from the seller, 12 hours after I contacted him/her through Ebay. No further actions were needed. No need to go berserk, though I should definitely have taken action far earlier to begin with.
Unfortunately it is not uncommon for me to wait for 30 days for a parcel to arrive on Ebay. It happened twice that I launched a refund and the item arrived a week later. This is very annoying.
Isn't the limit for Ebay protection 30 days from the latest estimated delivery date given by ebay, though? That would be June, 14 in my case.

I don't know for sure but I heard it's only 60 days . I made a purchase last month from a seller in China on Feb 2nd ,, but it's never arrived . The last estimated due date for this missing order is April 9th . I have purchased several orders from this same seller and almost every one of them has arrived within 15 days . In fact another order I placed with them on Feb 25th has already been delivered . So I contacted this seller with my suspicions that the order I placed on Feb. 2nd has become lost in transit . However they keep advising me that I must wait until April 9th to receive a refund . The problem with that is I also understand that after 60 days transactions vanish from our buying page and not even e bay can see them any longer . So this means by April 9th my missing order is going to be taken off my buyers page and then I won't be able to request a refund from the seller . I just went back and checked on all the items I've purchased from sellers in China and every single one of them have the last estimated due date 60 days or more from the date of purchase . So obviously they know after 60 days and the purchases get lost or are never delivered its going to be more difficult for the buyers to do anything about it . Tulips

I just went through this yesterday with a happy ending. The seller is correct, to file a Item not Received issue you have to wait until the due day has passed. For national shipping it is 30 days after shipping date. Until now I couldn't find official terms and condition for international shipping, which I know has different time frames.
When 60 days have passed you can go to My Ebay / Purchase History > Orders. There is an option "See orders from: " choose "The last 60 days".
You can then choose to "I'd like to...", "contact seller", "I didn't receive my item". I never had any issues with that.
Communication is important. Keep it friendly, be responsive and do not thread, such as I'll give you positive feedback if this, or I'll give you negative feedback if that.
In my case 90 days have passed and Ebay buyer protection has ended. I followed further instructions and "Contact Seller". I received a full refund for my purchase.

For both domestic and international transactions the eBay claim limit is 30 days after the last estimated delivery date. Since the resolution center told you the delivery date was in February, I suspect that the estimated delivery date you are looking at for April/May is for that item if it was purchased today and is not for your transaction in December.

Taking another reference, when I select "The listing below has been updated by the seller, but you can see the item you purchased."
it says:

Estimated between Tue. Apr. 16 and Thu. Jun. 6
When I select "You bought this item | View order details"
it says:
Estimated delivery Tuesday, Jan 15, 2019 - Monday, Mar 4, 2019
This is either a bug or a bug.
eBay claims "item not received within 30 days of delivery". That is, a total of 30 days of delivery without receiving an item.

To summarize, the reason why an issue is filed is that an item was not received withing 30 days of delivery, you can file the issue as early as the latest date of estimated shipping and as late as 30 days after same date.
