Trying to determine how long to wait on forcing a refund for a severely delayed package. How long is too long to wait? I'm not looking for anything for free - no problem in repaying the seller if and when the item finally arrives.

Well the simple answer is you only have 30 days to return your item so a buyer can report that they didn't receive an item once the item's latest estimated delivery date has passed, and for 30 days after the latest estimated delivery date. You are free to open the INR case now if the estimated date of delivery has passed. That's very nice of you to agree to still pay the seller when it finally does get delivered, not everyone does that. Best of luck to you....

You only have 30 days past the estimated delivery date to file an INR on Ebay.
Depending on what tracking says, I'd wait a couple weeks, but don't go past the 30 day mark.

Since you have apparently not read eBay's Money Back Guarantee for buyers, now would be an excellent time to do so.

I see the advice others have given and it is solid, just do not agree with it....
Dude! The DAY AFTER the last estimated delivery date for each order IMMEDIATELY file the INR case! Do NOT WAIT! The point is that the seller is going to contact eBay and whine about shipping delays - we all know they are out there. eBay is going to give the seller and extension of 5, 10 or 15 BUSINESS days before seller has to act on the INR case. So you want to get that clock started ASAP! You wait 10-days, being a "nice guy" and then get hit with 10 days and now you are waiting nearly a month!
File the freaking cases. If refund comes and the package arrives later you can MUST certainly send money to the seller.
