I bought a "open box" wall mounted AC thermostat. The listing was "no returns".
The thermostat did not work. I initiated a return with the seller. but haven't heard a peep from him in 3 days. How much time does he have to respond? At what point will ebay step in?

I believe you can escalate on or after 3 business days.
I do not believe that eBay will automatically escalate. If neither you nor the seller escalates (ask eBay to step in), then I believe the return request will eventually just close without any action.

When a seller ignores a return request and does not click Accept the return, after exactly 3 business days, eBay pays for and issues a return label overnight, and the buyer doesn't get the chance to ask eBay to storm in and help.
Sellers have been taking advantage of this to avoid paying for the return label.

The seller issued my refund. No need to send the defective unit back. I messaged the seller and thanked him and also said that i would leve him positive feedback on ebay.
Now i'm trying to do that and it looks like i can't. Are you not allowed to leave buyers feedback if they refund you?

As far as I know, a buyer has to ask ebay to step in..it doesn't just happen.
I'm sure that sellers still have to pay for the label as ebay will bill them for it. Plus the seller would also get an unresolved claim defect.

Try going to your own feedback page. Scroll to the bottom and click on leave feedback. Does the option to leave feedback for that seller come up?

No it doesn't. Oh well. I guess you can't do it. I would have really liked to leave the guy a positive fedback.

Your buyer was waiting. We stepped in to speed up the process.
Hi @jgrit, can you share how eBay has been stepping in without invitation?
