A buyer opened a return but then decided to keep the item. I asked them to close the return, but they haven't done it. How long before this open return would be closed by ebay so that my money is no longer on hold? Thanks.

The answer is no one knows.Not even eBay.
I just had a similar case. The return said they had to ship by 12/29. On 12/30 I contacted CS and asked that the case be closed because they had not shipped.
This is the answer I got:
Buyers have fewer opportunities to return items in the current environment.
For this reason, we are not closing return requests early.
The request will expire if the buyer does not ship your item back.
The return will timeout in 21-35 business days.
So apparently WE are expected to get everything out the door IMMEDIATELY even though we are facing the same "fewer opportunities" to ship that the buyer is allegedly facing. What a croc.

So, perhaps we should use that canned reply in asking eBay to remove defects.
Sellers have fewer opportunities to ship items in the current environment.
