I recently purchased an item off of Ebay. Total price including sales tax and shipping was a little over $40.00. It arrived, in a 20"x16x16 box, weighed about 20 lb. Shipper shipped it with a 5 lb. Pitney Bowes priority label, from zone 8. Priority shipping price for a package this size and weight is $99.59 commercial rate. So how does this shipper get away with it?

You don't know that they did get away with it. Packages are analyzed en route and USPS has a system (APV) that will charge (or credit) the sender's payment source when their declared weight and dimensions are off.

These days most are caught and the seller is back billed for the shipping.

It is afact. No other private company or federal agency has to operate under this mandate. Only USPS.
