How is the shipper getting away with it?

I recently purchased an item off of Ebay. Total price including sales tax and shipping was  a little over $40.00. It arrived, in a 20"x16x16 box, weighed about 20 lb. Shipper shipped it with a 5 lb. Pitney Bowes priority label, from zone 8. Priority shipping price for a package this size and weight is $99.59 commercial rate. So how does this shipper get away with it?

You don't know that they did get away with it. Packages are analyzed en route and USPS has a system (APV) that will charge (or credit) the sender's payment source when their declared weight and dimensions are off.

These days most are caught and the seller is back billed for the shipping.

Likely they were charged for it, you just don't get to see it.

And at end of the day, U S taxpayers are paying the bill ... For your purchase or others! 

Oh, by the way, do you know why things are getting chaotic at Post Office now? Because they are getting ready to rollout free COVID tests and 400 million N95 masks which will end up on eBay for sale soon and shipped via USPS! So ironic

Here are some details about the Automated Package Verification system, which automatically bills senders for underpaid postage. The recipient is not informed about the postage due.  This system avoids so much wasted time and aggravation for recipients and postal staff.

It is afact. No other private company or federal agency has to operate under this mandate. Only USPS.
