How does the Global Shipping Program determine Shipping speed?

On my end, says I paid for "Expedited Shipping to United States via eBay's Global Shipping." Tracking info seems to say the item was sent at standard speed. 

I mention this to ebay seller and they say:

"I post to the ebay shipping centre in the UK and only offer 1 postage rate for that which is 2nd class (as 95% of the time 2nd class is just as fast as 1st class).

Ebay is responsible for getting it to you after it reaches their UK centre. If there was an option for faster shipping it's something ebay has offered, not me, I don't get to see what they have charged you for the shipping & import fees etc."

Maybe this is true, I have no idea.

If Global Shipping only offers the one speed, why does it even mention "Expedited" on the ebay listing?

No idea, tracking estimates I have 17 days left. Everything I can find online suggests this is much slower than expedited, but I really have no frame of reference.

Is this post about the same transaction as your other post? If so, my reply in that post really isn't relevant.

Global shipping has always used the term 'expedited international shipping' and I have no idea why.  It confuses people, especially those who think that they are referring to USPS Priority.  I've heard of the odd fast shipment but I don't think that is the norm.   The listings do have an estimated delivery date on them so at that point, hopefully buyers realize the expedited part isn't necessarily true.

What that seller said is correct, once they use GSP it's all out of their hands. Any Int'l shipping is going to have some delays. If your estimated date of arrival is only 17 days, that's actually a good time frame. Remember that's an estimate only, may arrive sooner than that. I purchase from the UK somewhat often and if I can receive my item within three full weeks, I am tickled pink. Should your item not arrive by that date, then come back for different advice. Your estimated delivery date was shown on your purchase. That is the date to go by.
