I stupidly emailed ebay support for another issue and an hour later, my seller account was restricted and the message ebay sent was to add tracking numbers to about 150+ digital items I sold. I have zero negative feedback and the last 100 or so feedback comments all say "thanks for the quick delivery". And it also states they're withholding future payouts until it is resolved. Is this ever going to be resolved if I can't "prove delivery" in ebays words? Or am I out a couple hundred bucks?

The digital items you are selling violate eBay policy.
The fact that your policy vioaltions resulted in positive feedback does not remove the violation.

"How do you add a tracking number for a digital item?"
You can't, which is part of the reason they aren't allowed.

Sellers not approved by eBay to list electronically delivered items need to list their items in the Everything Else > Information Products category in the classified ad format. Exceptions to this policy include electronically delivered:

This is from ebays policy section:

Well, questions of policy aside, you cannot add tracking to a digital delivery because nothing physical was shipped via a method that can be tracked.

All of them... there are also over 4000 listings currently from about 200 sellers for the same or similar products

And they'll all be just as screwed as you are if/when eBay catches up with them.

You listed under Video Games & Consoles > Video Game Merchandise. That policy violation is what got you into trouble.
As for others doing the same, they'll be caught sooner or later, too. Not all the habitual speeders on the highway get caught on the same day, but they all get caught sooner or later.

So as a follow up guys, I spoke with ebay. Apparently what got flagged was the fact that there were no tracking numbers for any of the products. I asked several times if 1) I was allowed to list digital items without approval 2) if u could list them in the category I was listing them in ... there is no problem with the items or the category and once my seller account is restored, I can continue to list. Digital video game items are excluded from their digital items policy.
As for the tracking, ebay will accept customer feedback or messages as a substitute for the tracking number. So I now have the process I must follow going forward. Hopefully this helps someone else in my situation. ALWAYS put tracking info even if it's just 'refer to feedback'

I looked at a couple of your listings and I'm curious how you are "shipping" to the Global Shipping facility in Kentucky since you are using GSP in your listings? Also choosing a USPS shipping option when you are not shipping looks confusing to buyers who don't read everything.

The worst thing an eBay seller can do is to believe what an eBay CSR tells you. There are no consequences for them when they’re wrong, but it can put you out of business.

Or, OP, run this by Ebay reps on Facebook say and let us know. Apparently those reps are MUCH better than the overseas reps who seemingly know very little about Ebay and read from a script ... from what I have for so many years read here ... and also just say what you want to hear so they can get you off the phone ... ?
