How do I sign up for fast and free shipping EBAY

How do I sign up for fast and free listings.  Also I want to know why I am getting always screwed over by EBAY when I list my coins up for auction.  I keep getting low ball bids.  It has forced me to sell most my coins buy now or when I do an auction I set a minimum bid with no reserve.  But, what happens then nobody bids.  If I set a reserve nobody meets the reserve so I get screwed there.  I am a preferred seller and have a 99.4 percent satisfaction.

Fast & free isn’t something you sign up for; if you offer free shipping with a one day handling time, the fast & free logo will appear in your listings.

But only if ebay can determine that the buyer will receive the item within 4 days.

Fast 'N Free logo may appear on listings when the listing meets all the following conditions:

• Both the buyer and the item are within the 48 contiguous US states. 

• We can estimate the item will be delivered in 4 business days or less.

• For the first (or primary) shipping service, you offer a free shipping service. 

• For the first (or primary) shipping service, you don't offer local pickup or freight.

• The listing isn't in Classified Ad format.

• For eBay Motors, the Fast 'N Free logo is used only for listings in the Parts & Accessories category.

Keep in mind, when it says Fast and Free, that free shipping is free for the buyer, it's not free for the seller. The seller pays the shipping.
