How do I ship to Taiwan?

That is a very broad question.   Just what are the issues your having?  Is  the item already sold or are you trying to list it?   Just what is the item ?  Not everything is allowed.

You're using EIS, so you ship like any other US shipment.

You'll ship to the US hub, then Ebay takes over and ships to the buyer.
