How do I get Global Shipping to combine a purchase of 4 items?

A buyer bought 4 separate items. She's in Spain and wants to pay. But, I can't send invoice. It's Global Shipping. I have Free shipping on my end. But, she wants the 4 shipped together and pay 1 Global Shipping.  How can I make that happen? I can't do combined shipping on them until she pays. And she shouldn't have to pay 4 Global Shipping charges.

You can't.  Each item has it's own legally required International customs form, declaration and assorted fees. 

What you can do is refund and make a listing with the 4 items combined as one lot.

That's a bummer.  Buyer hasn't paid, so there's nothing to refund.

That not a bummer, it's an advantage.

Just create a new listing with all 4 items,  send a link to the buyer and they can buy what will now be an EIS eligible sale.

You can use EIS for shipping but expect delays...especially now...holidays...those hubs are like vacation spots for your items.

If it's free shipping...can't you just put all 4 items together and ship it by going to the post office...and then adding tracking on all 4 items. This is the old fashion way. 

Just have buyer paid all 4 items separately...no big deal...it's free shipping.

I mean, a box with 4 pieces of something(jewelry) can't be hard to do a customs form for.

     By "Global Shipping" I am assuming you mean the EIS program which unfortunately at this time does not support combined shipping but they are supposed to be working on that. About the easiest way to handle the issue is as toysaver suggested. Open a dialogue with the buyer and ask them if they would like you to cancel the order and create a custom bundle for them that contains all four items in order to utilize combined shipping and save them some postage costs? 

     Coordinate on the listing time and title the listing using something that will potentially not attract other buyers. Use BIN/IPR and once you list the bundle provide the buyer with the item number and/or a link to the listing. 

     Don't forget to adjust your shipping dim's and weight on the combined listing.

My shipping is free. Global Shipping EIS  is not free and I don't control or bill it.

Its too bad, some of us are opted in to EIS combined shipping.  Ebay is rolling out the service but I believe you can request to be added to the next group...it won't help for the current customer.

But, you can simply combine all the items in one listing and offer it this way to your customer.

I followed your advice. Did a new listing that includes all 4 and sent her the message and how to purchase. Hope it works.

     Good to hear that the capability is in a pilot phase this is the first I had seen anything posted about the capability and the pilot program.

You make a new listing and combined the items as a set. I guess when ebay did NOT test potential issues that could happen they simply ignored the problem it would cause. On the brighter side they improved the feedback experience which wont do a think to improve sales. Just more confusion to the new ebay
