Hi,
I sell small inexpensive decals and stickers ($4.00 up). I used to be able to stick the sticker in a regular envelop and mail it for 50 cents but since I have to use the Tracking number and the post office now uses zones, that $4 sticker now costs $4.80+ to mail it to OR/WA/CA.
Is it possible to offer the same stickers/decals with free shipping without having to use a tracking number. Long time ago I sent a decal by 1st class mail using regular postage and Paypal wanted proof of mailing by the tracking number. I had no number so Paypal refunded the purchase price back to the buyer.
Any help is appreciated.

Without tracking you cannot prove you actually shipped anything. You are setting yourself up for constant refunds because any one of your buyers simply has to say they never received it. Always remember you are selling to perfect strangers from across the country. They are not your friends and have no skin in the game. If you just place your stickers in an envelope, just understand you will be refunding the majority of them. Best of luck to you....

You are not required to use a tracking number. You can ship them as a letter, in a plan white envelope (PWE) same as ever. But you won't be able to purchase the postage through eBay. As you mentioned, you will have no protection against a fake "Item not received" claim, but many sellers of small, lower-value items find that this risk is worth taking and are very successful using regular letter postage.
eBay does have a tracked method for plain envelopes, but it's not available in most categories.

I think the majority of people are honest. I don't often ship without tracking, but when I do I've never had a claim of non-receipt. I'd risk it and see what happens.

My selling ID recently sold (in the auction format) a sewing pattern that weighed about 3 ounces. Per the USPS website, the regular first-class letter rate was $1.68, the total for two 2-ounce stamps at 84 cents each. In the listing, I entered the postage cost as $1.75, flat price for any buyer. (Yes, I built a "profit" for myself of Seven Cents into that postage charge.)
In the item's description, I also stated that the item would be sent by regular first class mail but without tracking. The buyer sent me a comment thanking me for keeping the postage cost down. No feedback yet but . . . . .

It's ridiculous that to send a $4 sticker and have the postage charges over $4.00 (west coast delivery) and with the PO using the old Zones to determine the cost to mail, it's really put a hurt on sales. I might just try a few inexpensive orders using an envelope to see how it goes.

I agree that rising costs and fees, especially for tracking on low-cost items, can make it challenging for sellers of inexpensive products. Like some of you, I sell relatively low-cost items, mainly coins, and using USPS First Class without tracking is the only way to keep shipping costs reasonable. 💸
To protect both myself and the buyer, I record each mailing. 📹 This includes a video of the addressed, stamped envelope being dropped into the USPS mail slot, complete with the post office ID and timestamp. The video is saved to a cloud service that tracks the time and GPS location. This way, if an item is reported missing, I can share the video link with the buyer to show it was mailed as promised. ✅
I also inform buyers that I will file a report with the Postal Inspector to investigate any possible mail theft, and I always do. 🚨 It’s a step to ensure transparency, but it also means that any untruthful “item not received” claim could potentially be scrutinized. Additionally, I let them know that USPS scans nearly all mail for their Informed Delivery service, so if the item was delivered but not received, they could follow up with their local USPS, and USPS at their own discretion could review these scans to see if the items were indeed delivered. 📬
In my experience, simply mentioning these steps has often led to a quick response from buyers saying, "The item just arrived." 😊 Over time, I've become fairly adept at recognizing patterns with potential scammers, especially when they claim non-receipt earlier than would be reasonable for delivery based on the marked ship date. This typically happens when the actual mailing date was earlier than the one marked on eBay—an approach I use to ensure underpromise and overdeliver. 📦
While I can't prove intent with certainty, I find these patterns quite telling. 🔍 To keep track, I also note any claims of non-receipt in the buyer’s feedback—not as an accusation, but as a way of creating a record of the interaction for future reference for other sellers who may also choose to forego tracking. Many buyers have high feedback scores, which is not necessarily an indication of their honesty but more reflects thieir limited opportunities for misuse, as most sellers use tracking. For those of us using USPS First Class without tracking, it can be more of a balancing act ⚖️, but with the right safeguards in place, I’ve found it manageable.

All that means nothing to Ebay and won't help any.
Without tracking, you don't have any proof you mailed it.
