Ebay warns me because of a high return rate now i have to pay more in fees until that rate goes down? Yet they encourage all buyers to buy then have the luxury of unlimited Free returns. I wish there was a way to make the buyer more responsible.

I think everyone selling clothes gets a lot of returns. Do they compare your returns to other clothing returns or to all sellers?

Because you offer "free shipping" and "free returns" on clothing could be reason why you are getting so many returns. Customer has nothing to lose by returning item.

You are not being penalized for high "Return" rate, but for high "Item Not as Described Return" rate.

Suggest you review your feedback reports to give you a clue (or more) what issues may have caused the return. Also, in one of your listings for a musical instrument that sold for $400 to $500 your descriptions states the item was made in China but in the pics it shows it was made in France.

Just don't offer returns, unless your top rated then do offer returns.
