Help with a return

A buyer is requesting a return, no problem.  He refuses to open a return request with eBay, but he filed dispute with Paypal.  I stated I'd be happy to issue a refund, please send the item back at my expense.  He doesn't reply.

What do I do? Thank you.

Since they filed a case on Pay Pal, they'll have to pay return shipping and they won't be able to open a case on Ebay.
