The delivery address starts with the URB. (area name), then something that may be a street or a building name, then a hashtag (#) with a number behind it.
I've tried with Pirateship and USPS and both show undeliverable address - is the formatting incorrect? How should I proceed with this?
(Buyer is not considered suspicious and has a good rating, also this is my first time shipping outside the mainland)

In the Address Line 1 field write the house or building number and 'calle'.
In the Address Line 2 field write the apartment, condominium or building name.
In the State field select "Puerto Rico".
In the Country field select "United States".

Try creating the postage directly thru ebay. Whenever I find problems thru other postage services, I find that ebay usually lets me create the postage exactly how the buyer entered it. It also makes me feel I'd be covered more so with ebay since I did use their service to create the postage.

I'm having the same issue. My labels page has been changed by eBay (looks completely different) and I have a package that is supposed to go to PR. The labels page is not giving me the fed ex option. USPS and UPS options are there, but Fed Ex is not clickable. It shows the Fed Ex option at the top of the options (that the buyer chose) but no price and no way to click/choose the option. If I click on the Fed Ex button at the top of the screen, nothing comes up!

You SERIOUSLY want to consider NEVER using UPS or FedEx to Puerto Rico. You will get killed on the rates. (Same for Hawaii, Alaska and any of the U S protectorates).

I agree with richard.
Always use USPS when sending to buyers in protectorates, Hawaii/Alaska, APO/FPO.
