Does anybody know if a package is considered delivered in this scenerio?

It depends. But in your case, no.
We have people not wanting packages delivered for many reasons. Packages disappearing, no shelter, gift for someone in household, weekend trip... These we scan attempted.
People putting in a longer hold time (past the usual 10 limit to have a package held for pick-up may get a delivery to mailroom scan. Some choose to renew a hold from a winter address each 30 days rather than put in a temp. forward.

It is considered Delivered when the item is either Delivered to and/or picked up by the recipitant and so scanned. Should the item never be delivered or picked up, it will be sent back to the sender - I think the recipitant has two weeks (?) to arrange delivery or pick up after receiving a notification.

I assumed you meant “delivered” as far as your liability should the buyer open INR. That would be correct. eBay would deny the buyer’s claim and consider it the same as delivered.

Yes it would, for OP’s purposes. The post office might not consider it delivered but I can tell you that eBay does.

If the buyer files a claim with eBay, he will lose. It doesn’t matter why he requested the hold, he can’t claim non delivery.
