A buyer whom I strongly suspect is a scammer/reseller bought a new-old stock Blackberry from me that is in perfect condition but two weeks after receiving it, claims that that it doesn't work on the Verizon network. It is in a Verizon box, from a Verizon store, with the Verizon insignia on the phone. I tested it myself with the owner of the store. I basically gave the person an entire list of troubleshooting (charge it, insert SIM card, etc) and told him that if he wants a return, I need proof from Verizon that it's not working, and not to send me back a defective replacement because I have the serial number. I also reported the buyer.
I am **bleep** to think that EBay may force me to refund a scammer, and reading previous forum threads makes me feel that is what will happen. I'm glad they're so keen to protect buyers now, since they weren't in the early days and basically told me "tough luck" when a seller didn't send me a $400 IPod then closed their account and disappeared.
Anyway, I feel that this is a discussion that is important to keep having since Ebay is going to lose all "casual sellers" due to their complete disregard of scam buyers. I will definitely close my 20+ year account with them and never use them for buying or selling again if they support this scammer stealing from me.

Your buyer may not necessarily be a scammer. I know that Verizon announced that on January 4, 2022 they would be decommissioning BlackBerry OS devices. Essentially everything except the PRIV, BBB and KEY2 devices.
As remote as the possibility is, if your NOS item isn't one of those devices, Verizon may not be allowing any new activations this close to the decommissioning.
