Has anyone else had this issue with ebay? I pulled ALL my listings as they have messed up shipping fees 4 times now. I just got charged to PRINT a UPS shipping label. The buyer PAID for the shipping and then I get CHARGED to print it? I spoke with customer service and he was LESS than helpful--just kept saying there's a charge to print the label.
NO THERE IS NOT!!!
I don't know WHO to turn to now. I am BEYOND frustrated.

Correct. FedEx economy shipping needs to preclude PO Box and discourage (ought to preclude) Alaska, Hawaii and the protectorates in the listing.

If the seller changes the carrier the neg IS THEIR FAULT. The shipping method is part of the description. If the seller changes it, they deserve what they get, besides ebay has rarely been known to remove feedback that didn't blatantly violate policy.

Upgrading shipping is fine, as long as it's with the same carrier.
I try not to buy from anyone if they are using UPS or FedEx, because I don't have all day to wait around for them.
If the listing says they are shipping USPS, then they ship UPS or FedEx, I'm going to be a little ticked.

The eBay community posting to these sorts of threads clearly has an opinion with regard to carrier performance. It's a mistake to saddle the average buyer with it though.
Locking economy shipping upon payment saves final value fees on shipping. Shopping for faster service at better rates yields significant savings in terms of cost of sales.
So the question becomes, should a significant amount of money be needlessly handed over to eBay and the carrier, or should this portion of the sale be fought between seller, in terms of profit, and buyer as lower prices.
The buyer, by and large, wants lower prices and fast delivery times. Manifest the intent to meet these demands in the item description.
But FCOL, don't just roll-over and hand the money to eBay and the carrier. Unless, of course, you simply do not want to associate with certain carriers.

NO WE ARE NOT. We are stateing that sellers that switch carriers from whatever is in the listing without the buyer asking for it to be done will rightfully GET NEGATIVE FEEDBACK.

From this post and from this "I proposed listing economy service and upgrading shipping in terms of delivery time with valid services if cheaper." You seam confised by the whole labeling of the different shipping services that eBay has tagged them with.
eBay tags all ground and two carrier shipping as ECONOMY They also include USPS Media Mail in this because though it is not limited to surface transport it can be rolled up to 3 days at any point to make room for higher class packages. It is silly to ship anything ground other than what is excluded from travel by air or outside the weight and size limitations for higher class packages. There is rarely any cost savings on a normal size package between ground and air services. In some cases smallish and light weight packages may cost more to ship ground than Priority.
For example I have a package going out today from Ohio to California. It weighs 2 pounds 8 ounces. It will go out Priority for $16.14, if I were to send it Parcel Select (a ground service) it would cost me $15.79.
eBay labels First Class Parcel from USPS as STANDARD shipping though it has vertually the same shipping times as Priority which eBay labels as EXPEDITED along with Express shipping.

Uh if the buyer paid shipping then YOU are not being charged for the label the buyers shipping they paid is.

I prefer USPS over FedEx and UPS. So if I chose an item with USPS shipping and they changed carriers I'd be a little peeved.
Changing from First Class to Priority is fine but completely changing carriers....not okay.

For that package, FedEx Home Delivery cost to ship would be $8 - 9; UPS Ground, $11 - 12.
Are you so allergic to FedEx you refuse to even bother to check? It's just a motion away...
But yes, USPS Parcel Select/Ground is eBay tagged an economy service with better delivery times than FX Smartpost, which is USPS by any other name. My bad.

You can choose multiple carrier options for your listing but if a buyer choose one then you should stick with that.
