hoping for some advice on a global shipping program issue with the buyer. A little background. I only ship internationally through eBay's international global shipping program. I might miss out on some sales with this but I've liked how it works and it's just a lot easier to do it that way. Two auctions ended last Sunday where the same person purchase both items. I go to send him an invoice and it gives me the standard message that I can't send him an invoice directly because this is been purchased through the global shipping program. I get an email from this buyer the following day saying that he would like me to send an invoice for combined shipping. I tell him that since it's through the global shipping program I do not have the ability to send him an invoice for shipping directly. He sends me an email the next day saying that he's talk to eBay customer service about this error and they say I need to send him an invoice with combined shipping and that I should be able to do so. The buyer said eBay customer service can walk me through the process.
two questions. First am I incorrect, is there a way to send an invoice with combined shipping. Second, if there isn't does it sound like simply a misinformed buyer who didn't realize eBay was going to charge as much as it does for international shipment or does it sound like some other scheme is going on.

Yes you can send a combined invoice BUT that takes it out of global shipping and becomes you ship directly

You can tell the buyer that you will ship the items together, but that when he purchases through the Global Shipping Program, you cannot combine and discount shipping.
Tell him that you are required to ship to the GSP plant and that you are only able to work with your own cost of shipping there.
Most of the GSP import fees are his own nation's duty and VAT/sales taxes and that they would be due no matter whether they are paid through the GSP or on his doorstep. They cannot be reduced. (This is basically true, although the details are very very complicated.)
Now.
Do you want to keep the sale?
If so, decide how much you are willing to discount your fee for shipping to Kentucky.
Tell him you will refund him that much, and if that is unacceptable, you are willing to cancel the transaction, which will have no effect on his future buying. (Or on your selling account, but you don't have to tell him that.)
Then follow through. The reason would be "Buyer's Request".
No Defect on your selling account.
If you don't want to keep the sale, cancel as Problem with Address.
No Defect on your selling account.
Decide what you want out of this before you contact him again.
Follow through promptly and don't look back.

The seller chooses the method of shipping and sets the price. The buyer can buy or not buy, pay or not pay.
The buyer cannot dictate shipping. This is a primary Seller Protection. The GSP (which as a Canadian I am required to despise) is another Seller Protection.
I like the word "scheme". It's so much more polite and refined than "scam".

I use GPS and each item will be shipped separate to Ky.
You can not combine them in one shipment.
The buyer will have to pay through GSP or cancel.
If the buyer wants to cancel use “problem with buyer address”

The gsp invoice that the buyer already has access to is automatically discounted for the international portion of the shipping. There is nothing that you can do to change that price as it’s the gsp who decides what it is. I have no idea if the buyer made up what customer said or if they actually said that but either way, the info is wrong as you cannot adjust a gsp invoice.
