The buyer still has to pay for international shipping, thats why they were charged $14.62. You offer free domestic shipping so there was no charge to the buyer, to ship the item from you to the GSP. The buyer was charged correctly. If you had given free international shipping, you would have paid the buyer to take the item off your hands.
