Sold an item to a buyer in Israel. Item was lost in shipment (really only delayed in customs). Buyer opens case and ‘Global Shipping Program’ takes care of it!
Sold an item to a buyer in Germany. Buyer sends a msg stating the item was ‘broken’ and wants a refund. I send a him msg that because this item was shipped through the “Global Shipping Program” he should open a case claiming the item was received damaged and the ‘program’ would take care of it. A case was opened and after a week or so, I then received a msg from eBay letting me know I needed to take care of this problem. I go the ‘Resolution Center’ and ask eBay to step in “(knowing for sure eBay will read all of the correspondence) and side with me, right? Wrong! I get a msg from eBay saying the buyer has been asked to return the item and when tracking has confirmed delivery my account will be debited.
I contact eBay just to make sure they know that the item was shipped through ‘GSP’ and the ‘CSR’ responds that because the item was purchased on the ‘German’ site I have to contact them. I ask the CSR what difference it makes what site the purchase was made from, the ‘GSP’ exists to handle issues shipped from the US through them to International destinations! CSR again repeats the same ‘**bleep**’ so I decide this CSR has no clue and end this call.
The next day I get a different CSR, but get the exact same ‘**bleep**’ only this time I am looking at the “How sellers are protected With the Global Shipping Program” policy. I ask the CSR to send me a link to where it says that, if an item is purchased on the ‘German’ site I have to jump through a different set of hoops to be covered. He says “I (me) would not be able to see it on the US site, and that it would only be on the German site” and I let him know then I wanted to speak with a supervisor. I was forced to get extremely angry before I was connected to a supervisor. I read the GSP policy aloud and ask the supervisor to tell me where I can find any reference to ‘if an item is purchased on the German site, I have to do anything different than I did with the item sent to Israel and got the exact same ‘**bleep**’ his underling spouted! I am so furious at this point I realize my blood pressure is off the chart and need to calm down so I just hang up.
To the supervisors credit, he must have contacted Germany because the next day I get a msg from customerhelp_de@ebay.com

I have checked the mentioned query and saw that your transaction is covered by our eBay Money Guarantee and Global Shipping Programme.
Once we get confirmation that the buyer has successfully returned the item, eBay will refund the buyer the cost of the item plus the original postage costs on your behalf.”
I now challenge eBay to have someone contact me and apologize for making me endure this completely uncalled for stressful situation (I won’t be holding my breath waiting for this)!
IMHO, AT&T and eBay (for sellers) have the worst customer service on Earth!

I believe every word of it. It is one of the reasons why I have stopped offering the GSP option in my listings.

@westexxx I will have to read your post again, but I think the problem is that Germany is one of the Countries that is within the EU and there are restrictions on items sold within the EU participation countries. Returns are "paid" by Seller(s) - used items have different restrictions but nearly the same. It is kind of complicated, which is why I will not sell/ship there. I think that is why you were informed that your account will be debited. eBay should fill you (or any others) on the particulars

The one misstep along the way was asking eBay to step in. You need to call CS with GSP issues so it can be directed to the right department.
Once a seller triggers the escalations bots... well, it's not often good.

Entirely incorrect. None of that applies here. This was a gsp sale gone wrong because OP did not know to call eBay rather than use the ask eBay to step in link, and eBay has poorly trained and very incompetent customer service agents who did not do their job correctly.
