Global Shipping Program "Restricted" Item Issue

Over the last month or so, I have been getting several Global Shipping Program packages returned to me. It is my understanding that they are being rejected at the eBay transition site in Kentucky. It takes between 20 and 30 days to get the package back. 

This is the message I am currently receiving.

  • Return Reason: Restricted/Prohibited Item. These issues can include custom restrictions, country sanctions, brand restrictions or eBay program restrictions.

I have checked both the 'Restricted/Prohibited' item list of the destination country, and the Ebay Global Shipping Program. Nowhere do I find 'Oil Filters' (or filters of any kind) or Helmet Repair Parts even remotely referenced. So far, these are the 2 items that have been coming back. I've been on the phone to eBay several times about this. No help, of course. They have no idea what is going on.

 

I've been shipping several hundred of these exact same items all over the world annually since the year 2000 without issue. An added thorn in the side is that, out of many shipments of these same items to the same countries, most are being delivered just fine. Labels, descriptions, packaging, pricing, etc., being identical. If these items were truly 'Restricted/Prohibited'. Why are most of them getting through? And why this sudden issue? My feeling is that someone at the transition point in Kentucky is simply returning perfectly legitimate packages. I am just guessing, of course. But what I am very sure of is that it's really creating a big problem for me.
