Global Shipping Program delivery issues

I've used Ebay's global shipping for about 18 months. It's been smooth, until the last 60 days. Several cases have popped up where the buyer claims to not receive the item. The buyer doesn't contact me directly, but issues a not received through Ebay, which in turn places a hold on Paypal funds. In each case, I've contacted both Paypal and Ebay to explain that I fulfilled my role by delivering the item to the global center in Erlanger, and it is Ebay's responsibility to forward the item to the buyer.  I have no role in the dispute, but my funds are held.

 

I can't seem to get these people on the phone to understand the concept. Why attach my funds, when I have nothing to do with the problem?

 

Anyone else see this going on? It's to the point that I'm about to drop the global program, and do all of the exporting myself.

First, if the item was successfully delivered to the GSP center in Kentucky, then you are covered for an Item Not Received claim.

 

Second, when PayPal puts a hold on these funds, they typically will auto-release in a week or so ... your experience with PayPal and eBay customer service is not how it has been in the past, but things are changing rapidly ...

  • You should be able to call Paypal (NOT Ebay), tell them you are requesting funds released for a Global Shipping Program Ebay item that is claimed as non-receipt, and get the funds released.  In the past, they would release the funds while you are on the phone ... since you have been unsuccessful, apparently this is no longer the case.
  • You can call eBay's customer service ... but they have gotten really bad anymore at resolving obvious/logical disputes ... I guess this is what you are encountering.  It should be as simple as pointing out this a GSP INR case and that they should close the case in your favor, which in turn releases the funds.   But, it is more miss than hit with eBay customer service these days - most of the time you reach someone who can barely speak English and is poorly trained, and I've actually had two instances in the last year where the CS representative did actions that created more havoc.

Can you download the tracking number onto the case that shows delivery to the GSP location you mailed it to?

 

Click on Help & Contact button located on most ebay pages at the top and/or bottom. This way you can streamline the purpose of your call and will have a better chance of getting a CS that knows enough to rectify this. Plus you won't be on hold forever. The call back is usually within 10 mins.

 

BTW- I sell about 30% international and have used GSP only 2x since they started the program, only because of buyer's request. 99% of my international sales are smooth transactions.

Paypal have initiated a new policy that is up and running right now, they will not grab the funds from an account during a chargeback or other claim issues, I suggest that you call them and point out their own policy, they need to give you your funds back.
