Global Shipping Program bypasses shipping rate tables‽

I have a shipping rate table set up to cover more expensive delivery regions (eastern seaboard) but this was not honored when someone used the Global Shipping Program on one of my listings. GSP has you ship to Kentucky and the rate table absolutely applied to Kentucky--easy to demo by calculating shipping based on the GSP depot's ZIP, but eBay didn't collect the surcharge for this purchase.

 

This is a problem because Kentucky is on the opposite side of the country and it is more expensive to ship there than to a recipient on the west coast. I also didn't see any way to add an additional surcharge that only applied to GSP transactions either, which would have been an alternative solution.

 

Ultimately, this makes it harder for me to participate in the GSP because it means I need to either eat the additional cost myself, or I need to raise prices for any listing that participates in the GSP. That kinda sucks.

 

Has anyone else seen this? Can anyone confirm if it's intentional or a bug?
