why did Global Shipping Partner in KY return item and did not document it so I could get refunded the shipping, I need to refund the customer. Anyone else have this issue?

There should be a notification for return on the item, most likely prohibited by customs for import into the buyer's country.
Nothing like that on the label ?

Several months ago I had precisely the same event! My package was destined for Europe, and was also sent to Kentucky for their processing. A couple of weeks later the package (from KENTUCKY!) suddenly ended up within my mailbox. NO NOTE....NOTHING to explain its return. I called eBay Seller Support....they researched it from their side, and also came up with no explaination. Thus I avoid using the service, UNLESS I get one of those destinations (thanks to the erratic overseas USPS shipment rates and the insufficient number of tables within the eBay 'Combined Shipment' tables....but that's all another minor irritant...) where my rate within my 'Combined Shipment' table gets surprised.
For a little while I briefly tracked a couple of overseas shipments, in order to see 'how it works'. Once I saw a couple of European orders get routed west (I'm in Tucson, AZ) to California (one northern and the other southern), I was definitely convinced that the process was not in the best interest of my overseas Buyers.

GSP doesn't have any control over the package until it gets to their facility in KY, so I'm not understanding what "process" you're referring to.

Check the USPS tracking number and status. Was the package delivered to the GSP hub in Ehrlanger, KY? Or was USPS not able to deliver it for some reason, so USPS returned it to you?
If it was delivered to GSP, was the package assigned a GSP tracking number? That would start with something like UPAA... and you can track it here. Enter the UPAA... number as the "Parcel ID".

If the package was rejected after it was received by GSP, there should be some information on their tracking site.
Also, did you include the GSP Reference # on the USPS shipping label? If you buy the shipping label through eBay, it is included automatically. But if you buy the shipping label somewhere else, you have to include the GSP reference # manually. Without the reference #, GSP can't match the package up with the buyer so they can't ship it on.

I don't mean to rain on your parade but most of your items are low cost and GSP is not recommended for items under $50. Out of the last 200 items you sold only 4 items were over $50.
Some countries prohibit shoes and toys, i.e Italy, and some countries prohibit jewelry. Did you look up the buyer's country conditions for mailing on the USPS site before shipping? If it's prohibited then you cancel citing a problem with the buyer's address.
What did you ship and what country did it go to?

I had a package come back last week from the EISD program at the same place
I love shipping to Italy but they were dropped from the edelcon program
to make up for the loss of usps with italy I have been using EISD
clock parts are prohibited in Italy and I was shipping LED watch modules so I put down electronic parts on the customs form instead of watch parts
they came back, and according to customs the term was too generic......electronic parts did not work for them
I guess It has to be listed as diode/ transistor etc.
I was never charged for the label or second part of the journey to Italy

Why would you get a refund on the shipping?
If the package made it to the GSP, the carrier did their job and should be paid.
