I go off this link for countries eligible for the Global Shipping Program:
I sold something to someone in Peru and it is making me ship directly to them. Peru is listed as one of the countries eligible.
My auction had the checkbox for the Global Shipping Program checked. Why do I have to send this item directly to Peru instead of the Global Shipping center?

I assume you are referring to item 142981235923 ... If so, that should go through the GSP (but why in the world someone would spend $51 shipping for a $6 item is beyond me).
If you were to try to print the shipping label, it is not going to Kentucky, but rather to Peru, correct?
Let me assume the shipping label is Peru.
- If I had received the $51 for shipping (total of $57), I would likely go ahead and ship it - that is, if you feel comfortable doing international shipping ... also make sure the shipping method gets you door-to-door tracking in Peru, for not every USPS International service will give you this to third world countries.
- If I had received only the $8.75 for shipping to the Global Shipping Center in Kentucky, I would call up eBay Customer Service with the assumption that there is a software error, and get further direction.

What is the Item #?
Even though you checked GSP, that doesn't mean every item & Category will qualify to ship to every GSP country. Some may be excluded due to Import/Export regs.
I spot-checked a few of your Sold action figures, and Peru is not a listed country under the GSP.
If you didn't set your Buyer Requirements to block countries you don't ship to, then the Peru buyer was able to bid/buy.
You don't "have" to ship direct, but you may get a defect for cancelling.

It is item 142972742612
I am looking at the auction again and I see that Peru is not listed in the "Change Country" dropdown for shipping. I always wondered why people would message me asking about shipping. I always thought all GSP countries were listed there but I guess they aren't if they're not eligible?
So, in the future, if someone asks for a shipping cost, I should tell them that if GSP doesn't ship to them, I will not ship to them?

Basically, yes, but again, if you set your Buyer Requirements to block bidders in countries you don't ship to, they won't be able bid and end up like this.
Added: Sometimes buyers in countries that ARE on the GSP list for your item will sometimes ask you to ship direct too. They want to see if they can save money on the GSP charges/fees. You can say no to them as well.

That's odd that some of your action figures show shipping to Peru and others don't. I didn't doublecheck this but it looks as if only the new action figures show as having shipping there..the pre owned items don't.
If the person asking is from a USPS first class int'l delcon country you might want to ship direct using first class so you would have to look up the shipping cost but that is up to you. But if you want to eliminate most questions and all bids from people who do not have a shipping cost already showing, go to site preferences - buyer requirements and check off 'block buyer that have a primary shipping address in a country that I don't ship to.'
edit...goes to the slow typist corner

If the item is considered to be snad because of seller error, the seller is responsible for return shipping whether it is a gsp transaction or the seller shipped directly to the buyer.
