That's one of the two Freight Fowarding companies in Portland. Also known as Shipping Agents or Forwarding Agents.
The buyer opens an account with the Agent and then orders the item. You as the seller send the item to the agent. The agent then forwards the item on overseas (usually) and the buyer pays that shipping charge to the agent, you never see it.
If you know your protections forwarders are typically a very safe address to ship to.
You are responsible for the item being delivered to the Agents address. If the buyer files and INR they will lose because you have confirmed tracking showing delivered to the address of record, the agent.
If the buyer files for a return, you accept the return and allow eBay to issue the label. The BUYER has to ship the item back to the forwarder. The seller is not responsible for the shipping from the buyer to the forwarder.
If the buyer messages the seller asking for a partial refund due to "damage" the seller can either say "return for a full refund" and instruct the buyer to contact the shipping agent as they are responsible for all damage once the item is delivered to them. NEVER EVER give a partial refund when a freight forwarder is involved.

As far as I know, global shipping packages always go to Kentucky.
Is that for a label that you got when you printed a label for ebay international standard shipping? DHL has a depot at that address so that label is probably for ebay's other program... international standard shipping which is different than global shipping. If your listing was for global shipping, you shouldn't use that label as the buyer would have already prepaid duty and taxes with the gsp. With the int'l standard program, they get charged those fees upon delivery.

You don't get charged for the international standard delivery labels until they arrive at the depot so assuming that you haven't used it yet, there is no need to void that label. It isn't even possible to void it since you haven't been charged yet.
