GSP Shipment to China is showing on some listings, but not others.

Can someone explain why China shows on some of my listings as an eligible countries to ship to, but not some other listings?

One that showed it as being available was https://www.ebay.com/itm/264625856900 the one showing not available was this one https://www.ebay.com/itm/264625857116 It seems to differ from one listing to the next of mine.

It could be the item is not allowed to be shipped to China.
