For the sake of not wanting to wait around while I did some research on this, I declined an offer I received for an item I have listed because the "Ship To:" address in the offer was in India. My listing is set to use the Global Shipping Program, I've read a lot of negative feedback about the GSP from other sellers, but myself have only had 1 problem with it ever, so I'm inclined to continue using it for the time being. I was curious why I would need to "Ship To" an address out-of-country since I should ship it to the GSP center, I was thinking that perhaps that's just where it should go to in the end, regardless of GSP involvement or not, but with no way to verify that or what GSP shipping charges the buyer may have to pay, I declined the offer (as it was low and I didn't like anyways). Then I set off on some research.
The first thing I found was that, according to the list on this page: https://www.ebay.com/help/selling/shipping-items/setting-shipping-options/global-shipping-program?id...
India isn't included in the GSP.
So I spent a while on the forums here seeing if I could find any similar instances, anything that could clarify whether I would have been paying international shipping, or if the buyer would pay GSP shipping in addition to what they were offering me. I couldn't find anything, so now I'm asking for a bit of clarification on the matter.

Why is the only way to contact eBay's (reportedly lousy) Customer Support a phone call? Don't they know that NO ONE wants to spend 15+ minutes waiting to talk to someone who they may not even understand (accent, poor English) just to spend another 30+ minutes talking and not getting a solution? A 2 minute email and "get back to me when possible" method would be marvelous, and... you know... of this century... really... who takes exclusively phone calls anymore?

This doesn’t require a phone call to eBay.
the buyer would be paying for shipping to India. If you haven’t set up international shipping on your listings (I mean aside from the GSP), then the buyer would need to be send an invoice with the international shipping cost added, in order to be able to pay. The only time a buyer doesn’t pay for shipping is when you offer free shipping. In the case of an international buyer, you would have to offer free international shipping.

Right now your preferences are set up to ship to the US and gsp countries but you are not blocking the countries that you do not ship to. As Jen said a buyer from a non gsp buyer wouldn’t be able to pay unless you sent them an invoice with their shipping cost but to prevent offers or purchases from those buyers you should set up a block now. Go to site preferences- buyer requirements and check off the option to ‘block buyers with a primary shipping address in a country that I don’t ship to’. Then click on ‘apply to current and future listings.

Thanks for that clarification, I've been receiving messages from people in other countries asking how much shipping would be, I assumed it was because no shipping amount was listed, which suggested it wasn't eligible for GSP shipping for some reason, country, size, etc... but I'd never received an offer before with no inquiry as to the cost for shipping, so it had me concerned as to how that would proceed.
