I haven't sold on ebay in years and am starting again. My offers will most likely be free shipping to all 48 contiuous states but not Hawaii, Alaska and international orders.

Is there a way to list your item that way?

How would I also get paid for actual shipping costs? Is that included in the final purchase or do I have to pay that out of pocket?

Shipping for those listings would work exactly the same as for all other listings. The buyer would pay the shipping cost that was shown to them in the listing based on their location. Then as a seller you purchase the postage.
