Fixed shipping price, How does It work?

Hi,
I never used fixed shipping price before , so how does it work?
Let's say I put shipping pricing as $5 and the actual cost is $3. Do I get the remaining $2 as credit? If so, is it a credit that goes toward Paypal, or only can be used as shipping?

I actually use Free Shipping on all items, as 1.) There's no direct competition for most of my items 2.) The competition that I do have all does 'Free 3.) Many times customers buy 2-3-8 different items, all different sizes and I was having to (without being asked) to refund the over shipping- now I don't. Most times it breaks even (2 items that would've shipped 1st Class for $5+, now ship Priority (due to weight) for $10 etc.

Do you guys know how to set up the fixed(flat) charges?
It seems if I set up the flat shipping charge, by the buyer's perspective, the shipping detail does not show any shipping amount. Also if I put zip code, it keeps saying it cannot calculate the amount.
I 'm thinking this is happening because I picked wrong shipping service for the weight and size I chose? I picked USPS parcel service, but it's supposed to be USPS economic services but that list isn't there somehow if I pick flat service.
I'm definitely doing something wrong.

For fixed rate shipping, when you get down to the SHIPPING DETAILS:Domestic shipping, select FLAT:SAME COST TO ALL BUYERS.
Go down to SERVICES and select the service you wish to use. Under COST, type in the amount you wish to charge. If selling multiples, enter the cost for EACH ADDITIONAL.
Complete the rest of your listing.
