On November 21 I shipped a sale to Germany via "First Class Mail International Parcel". The label was purchased through eBay shipping. Shipping was $13.00.
Yesterday (December 7) an unexpected "New activity" charge came up on my monthly invoice for $21.00. Digging deeper into "Account Activity" the charge is described as "eBay Delivery Services Shipping label Fee" for the "First Class Mail International Parcel".
I am at a loss to understand the what and why of this fee for a transaction I thought was "put to bed".
This is a fee that I was not informed was coming and I'm not sure how to dispute.
Anyone else faced with this?

Is it possible when you printed the label that you choose ebay international standard delivery instead of first class international? I don't know what the ebay labels charge for first class after the discount but I do know that for Europe, ebay international standard delivery charges $13 for a packages up to 6 oz. When you use that service the label is put on your invoice as it isn't charged for until it reaches the US depot. If you paid $13 but the package was actually 8 oz, the postage would be $21.

Off topic..
If you are planning on sending your postcards and ads overseas as a first class letter than please ignore my post. But in case you want tracking on those items, I wanted to point out that they all have less than $4 shipping for international locations. The package TYPE must be set as a letter or large envelop rather than as a package. If you change the type to a package then the charge will be for first class international package.

Am I wrong to think that if this is indeed my mistake I would be charged the difference ($8.00) since I already paid $13.00?

If you used international standard you wouldn’t have paid anything when you printed the label so you havent already paid the $13. You aren’t billed for the label until it reaches the distribution center.

Exactly. When you print a shipping label eBay is telling you that you WILL BE billed $13.00 once it either arrives or leaves their distribution center. The difference between $13.00 and $21.00 is 8 ounces and 8.1 ounces. So once the distribution center received it they calculated over 8 ounces so you were billed for $21.00 instead of $13.00

Been shipping to international destinations for years but only recently offered USPS First Class Mail International Parcel.
I bought my shipping label through eBay inputting the correct package weight and size. I trusted their calculation. The charge at the time (and still recorded in the item's shipping details) was $13.00 so it's confusing to me to get charged (an additional $21.00) 17 days after the item was mailed.
Is there a link someone could share to help me better understand the nuances of international shipping options? Once burned twice shy.

usps international shipping is real easy I use it al the time,its about $13.09 for many countries up to 7 ounces I think.at 8-9 ounces it takes a jump to $21.I get a large discount with ebay labels so Its only 9 cents cheaper for me in many cases. I also had forgotten that you do not pay for these labels,they are charged to your ebay account.
pirate ship is way cheaper,one day I will make the move....try using the edelcon service,its the best thing going with free tracking..........my experiecne with edeclon service is that its better than priority by usps,its certainly faster......after all it says so right on the package..............expres

In this case they are saying that the billable weight was different than what you paid for.
Normally the calculator is correct as long as the information entered is correct at least I haven't read posts from sellers that were billed more than what they thought they would be. Was it a large package? I don't know if the calculator takes dimensional weight into account for international standard.
Perhaps intlshipping@ebay can tell you what happened in this case.

Most of your listings say that you are using USPS first class international which would be sending the item directly to the buyer. Is that what you are going to be using or are you going to be using ebay international standard delivery service? eBay does allow you to list using a usps service and then ship using ebay international but as an international buyer, I would suggest that the listing shows the service that you are actually going to use. I'm in Canada and if I order from you expecting you to send the item with usps first class but instead you send it with ebay standard intl, it is going to take longer to reach me plus it may end up costing me more in brokerage as they don't always use the mail system. If they use a courier the brokerage fees at this end will be higher.

I had this same issue, and at pjcdb2005's suggestion, I went back and viewed the labels that I had the charges for. I had chosen International Standard Delivery instead of First Class International on both. I must have been in a hurry and saw the word "international" and clicked. I won't make that mistake again. Thanks for the advise~!
