First Class Mail International Parcel fee on my monthly invoice. OUCH!

On November 21 I shipped a sale to Germany via "First Class Mail International Parcel". The label was purchased through eBay shipping. Shipping was $13.00.
Yesterday (December 7) an unexpected "New activity" charge came up on my monthly invoice for $21.00. Digging deeper into "Account Activity" the charge is described as "eBay Delivery Services Shipping label Fee" for the "First Class Mail International Parcel".
I am at a loss to understand the what and why of this fee for a transaction I thought was "put to bed".
This is a fee that I was not informed was coming and I'm not sure how to dispute.
Anyone else faced with this?

If you mail packages below 4 lbs definitely check pirateship.com
They import your orders from ebay and post back the tracking numbers. You can also purchase insurance for both domestic and int'l orders (read the exclusions). Their simple international rate is cheaper than ebay's (see the table comparing pirate's and ebay's rates. Top shows the actual rates, bottom how much you save). To get these rates, you need to contact them and they will sign you up. Their customer service is outstanding, email replies within 24 hours and a real chat. You can easily reprint your labels if needed and when you are finished you can generate the SCAN form (and easily reprint it if needed). Use your CC to pay for the labels, earning extra % on your CC purchases.
eBay does provide insurance for up to $100. If you use pirateship, you pay $1.35 for up to $100 insurance. So if you want to insure your package for less than $100, deduct $1.35 from the savings shown in the table. To use eBay for packages with the insured value over $100, you need to sign up with a 3rd party insurer and insure your package through them. Their rates are the same as pirateship's, so you will achieve the savings shown in the table.
