No-priority packing from usps can only be used for priority mail-if you use 1st class postage on priority branded package you will either get item back before it leaves or it will get to buyer postage due.If they are unwilling to pay it gets sent back and you may get charged return cost.
If buyer pays postage due you owe that amount to him as soon as he sends a photo of postage due notice/stamp or receipt for cost.
Either way buyer is not going to be happy at all and your feedback/stars will suffer

If the box is for Priority Mail, then you cannot use it for non-Priority Mail services, such as First Class international. Even if the box also says international on it.

No, you may not. Now if you do, either you or your buyer will be subject to pay the Priority International price.
Just because it says "International" it is for International Priority. Express Mail boxes are different, but also can only use the Express Mail Rate.

USPS have on sale in the office boxes that can be used for First Class, but you have to pay for them, they are not free nor are they cheap. If you live near a Dollar Tree, they have boxes there that I purchase for International First Class Shipping.
