I am trying to make a listing and the shipping is SO confusing to me. I want to make it a flat cost for 4 oz and can only do calculated. What am I doing wrong? Thank you.

Choosing whether to set up shipping as calculated or flat rate is the very first step in setting up the shipping section of a listing. If you aren't using shipping policies, then the top of the shipping section on the listing form should look something like this:
BUT -- why not just set up calculated shipping?

I was just trying to figure out how much 4 oz, 8 oz, 12 oz would be. I want to charge retail rate with no handling charge.

Retail postage costs factor-in the distance shipped, as well as the package weight. There is no single price for any specific weight, either retail or online.
You can look up retail prices in the basic USPS rates document, Notice 123. You'll see that a 4-ounce package shipped via Retail Ground will cost from $5.40 to $6.05 depending on your buyer's location.

You are making it far more difficult than it needs to be. Trust me, just use calculated and make sure your settings are set to charge retail. I used to use a flat rate for small / light items, but with all the rate increases it was a mess. Now I don't have to think about them.
