Filing a USPS Claim-Item Removed from Package During Delivery Process

I need the Communities help.  I sent out a basketball card using USPS.  The buyer sent me pictures showing that the package had been slit and the card was removed.  The buyer has a 500+ rating, so I believe him.  I called ebay and they said I needed to file a claim with USPS by going on the USPS site, however the site requires a login.  When I do this, they are unable to find the tracking number of the item because it wasn't mailed thru my account and I can not find any links on the ebay site to file a claim.  Any help is appreciated as the buyer is going to file a claim, which he should, and ebay will then refund him and then I'm out the card and funds.  Thanks.

Last time I filed a claim I just entered the tracking number to start the process, USPS doesn't have accounts to ship on for the average consumer.

Thanks, but unless I'm missing something......when you go onto the USPS website, and you click the link to file a claim, it now requires you to have an account with them.  But when you create an account and put in the tracking number, it comes us showing the tracking number is not good because it wasn't sent thru the account that was set up.  And ebay no longer has it in their system to where you can file a claim.

I am dealing with something similar. You have to file a "Find Missing Mail" search before you can file for a claim. You will find that under Help on the home page. There are time frames as to when you can file the search and the claim.
