Check the tracking number if you have one. Keep an eye on the last given delivery date. One day past it you can file an item not received case.

This user has done the same thing to several users. They will purchase the item, ask to know when it will be delivered when the tracking information has been provided, continue to update that the item hasn't arrived yet, and once the item arrives, they report the item as damaged, forcing you to refund them without even getting the item back. This person is scamming sellers, and eBay has not taken action to stop it.

If you're refunding before the item is returned, that's a seller problem.
