FedEx "Out for delivery" on tracking question

Does anyone know if eBay views the FedEx "Out for delivery" the same as the USPS "Attempted delivery" for Seller protection in an INR claim?

No; "out for delivery" is absolutely NOT delivered. Just means it's on a truck and that 'driver' has yet to deliver it. 

Attempted means as stated.
