eBay lists a dimensional weight divisor of 166 for FedEx, Fed Ex web site has it at 139. Many posts here on this forum warn of Fed Ex overcharges. (shipping cost adjustments after the fact)
My package 15x12x10 actual weight 7 pounds
USPS/UPS (15x12x10 =1800 ÷ 166= 10.84) Pounds
FedEx (15x12x10= 1800 ÷ 139= 12.94) Pounds
93063 to 60540 Cost Difference Fed Ex @139 13 Lbs Divisor = $19.89
93063 to 60540 Cost Difference Fed Ex @166 10.8 Lbs Divisor = $16.82
So if you use the eBay listed divisor of 166 your shipping label will be short by approx 3 dollars, if Fed Ex uses the 139 divisor when scanning and weighing your package at the Fed Ex Depot you may receive a shipping cost adjustment which will not be $3, more like $20 to $30 according to what I've read on here as far as Fed Ex adjusting the shipping cost.
USPS @ 10.84 is $17.78
You can see eBay's shipping calculator shows a 166 Divisor, when in fact it is actually 139 by Fed Ex
This is why folks may be being charged more after the fact. (Shipping cost adjustment)
why can't eBay fix this ?
Fed Ex also has a rural delivery surcharge, you have to go on their web site and look up the zip codes that are condidered Rural by Fed ex, then there may be fuel surcharges and some other surcharges
go here to find additional surcharges > https://www.fedex.com/content/dam/fedex/us-united-states/services/surcharge_and_fee_changes_2025.pdf

^^ eBay shows 139 divisor for Ground Economy and 166 for all other FedEx services which is correct when you buy labels through eBay. If you're buying labels through FedEx then you have to go by what's on the FedEx site.
Divisor doesn't matter when buying labels through eBay because as long as you enter correct weight and dimensions into the calculator, eBay will calculate rate with an accurate divisor. No need for you to do it manually.
eBay generally factors in the rural and fuel surcharges, as well.

Ebay has FedEx has Commercial shipping account rate discount for the sellers . interesting FedEx Is bumping the 15x12x10 11 Lb. package to 13 Lb. rate increase . I have to wonder if eBay FedEx account is Commerical rates or standard business discount .

You have to calculate the weight by the dimensions of the package.
15x12x10 is 10.84 pounds (@166 divisor)
if your package weighs 5 pounds, and the volumetric weight is 10.84, if you use ebay's calculator and you enter your weight at the lower than the volumetric (dimensional) you will receive a shipping cost adjustment, Especially from Fed Ex. You must account for the volumetric weight.
The new shipping calculator just gives you a range.

To be accurate you must calculate the volumetric shipping cost and use that weight factor when determining your ultimate shipping cost with no adjustments.

That's not correct.
Go here: https://www.ebay.com/shp/calc/rates
Enter package dims 15x12x10 with weight 5 lb and look at the rates
Edit shipping details and change weight to 11 lb and look at the rates
They are the same rates because eBay automatically calculates dimensional weight.
-----
Now edit shipping details and change weight to 12 lb and look at the rates.
Rates go up because 12 lb actual weight is higher than the 11 lb dimensional weight.
-----
Now edit shipping details and change weight back to the original 5 lbs and change dimensions to 10x8x8
Rates go down because actual weight is higher than the 4 lb dimensional weight.

Fed ex is supposed to offer commercial base pricing to eBay members shipping. Many members have posted issues on this forum about Fed Ex charging exorbitant add ons and shipping cost adjustments. Click on learn more below the paragraph when you see the shipping rates and it will show the dimensional weight factor and how to calculate it. Better to be safe than sorry, you don't want your customers package to be hung up for days or held at the depot for insufficiant postage, or delivered with a big surcharge to your eBay account after the fact .

I can tell you that if it is a large package, take a video of you taking the measurements in front of the Fedex driver and have him/her acknowledge the weights/measurements, otherwise 90% chance Fedex (and UPS) will take the liberty of adding dimensions and charging you 3 -4x the original quote. If you don't do this, 99% chance you will not get a refund from them.

Seriously who is going to do that? We generally drop off the package at the fed ex depot or the local mailbox place then the Fed Ex driver picks it up.
Fed Ex again is notorious for overcharging after the fact
YOU MUST CALCULATE THE SHIPPING COST BY DIMENSIONS OR WEIGHT AND DIMENSIONS, WHICHEVER IS GREATER.
LENGTH X WIDTH X HEIGHT ÷166 (OR ÷139 ON FED EX GROUND ECONOMY)
YOU CAN TAKE PICTURES OF THE PACKAGE DIMENSIONS AND THEN ON A SCALE if you have an issue later this is evidence but you will have to wrangle with Fed Ex to get a refund.
