I purchased a "New" iPhone from a seller. The phone was good at first, but became problematic. The camera became totally dysfunction. I took the device to an Apple store. They checked the device history and found that the phone was used and had issues before I bought it. I requested a refund but they rejected the request. Very sad experience. What shall I do?

If it's been less than thirty days, file a not as described claim through Ebay. The seller will be required to pay the return shipping. When they receive the item back, you'll be refunded. If they refuse to send a label, ask Ebay to step in when the option appears. I think it's after three or four days.
If it's been more than thirty days, you can file a not as described claim with Paypal. They allow 180 days. You will be required to pay the return shipping.

It's still within 60 days, but I purchased it with my credit card, not with paypal.
My credit card company refused to open a case because it's already passed 2 billing cycles.

I have a similar experience with a seller.
I brought an iPhone 6 plus in June 2017. The phone's touch screen doesn't response correctly since 2018 Dec, even though there is no physical damage and the phone is great condition. I took the phone to apple store for repair. After diagnosis, they refuse to repair the phone, even I agreed to pay for the cost, because they found the screen is actually from third party. The iPhone was claimed to be new when I bought it, but it is clearly not new. I contacted the seller, who refused to do anything. I contacted eBay customer service and was told they can do nothing.
